Construction "Work"?

In 1998 the Wilson Bridge Project was started by the Federal Highway Administration, the Virginia Department of Transportation, the Maryland State Highway Administration, and the District of Columbia Department of Public Works. The bridge was to be rebuilt in order to cope with the area's massive traffic congestion. Seven years later they're still working on it. Which leads me to wonder...if we can't build a bridge in less than 7 years, what can we do?

Ever drive by a road construction site. There's always one guy standing there doing the work and five guys watching him. Or, worse yet, there's no one there!!! There are all these signs, but no work going on. Some signs say the fines are doubled if you don't reduce your speed. What if there are no workers there? What if, in fact, there doesn't even appear to be any work started? Can you still get a speeding ticket?

Completely mind boggling.

Unfortunately, I know all too well about the craziness called the Woodrow Wilson Bridge Project and the Springfield Interchange...

What: Woodrow Wilson Bridge Proj.
Cost: $2.449 BILLLLLLLION
What it looks like: Giant concrete upside-down triangles sitting in the middle of the Potomac River

What: Springfield Interchange Proj.
Cost: Approx $700 million
What it looks like: Long half-finished on-ramps that climb into the sky and suddenly end. You wonder how they expect the cars to get down other than the obvious direct gravity method!

I was heading home from a workout last night at 11 PM and I found ALL your missing construction workers, Melissa! They were working on the Springfield Interchange! So my 15-minute drive home turned into a one-hour lesson in patience (i.e. stopped cars).

the real question though is this -

if there are always 2 guys working and 5 guys watching, who chooses to work over watching? and is it a fair delegation of duties.

They probably draw straws or something. I can't imagine they make the same 2 guys work day after day...unless they're the wussy guys.
